Fountain Hills Overview

Fountain Hills is a master-planned community located between the McDowell Mountains and the Verde River on the northeastern edge of Metro Phoenix. The town was founded in 1970 by MCO Properties and Robert McCulloch. Before its development, the area was a cattle ranch and part of one of Arizona’s largest land and cattle holdings. MCO Properties also developed Lake Havasu City, AZ on the Colorado River. Just as Lake Havasu’s chosen landmark was the reassembled London Bridge, the landmark of Fountain Hills is the World Famous Fountain. When completed, it was the world’s tallest man-made fountain at a height of over 300 feet and held that record for over a decade. Fountain Hills was incorporated in 1989.

History

Descendants of settlers from the 1860s transformed this area into one of Arizona’s largest land and cattle holdings, a status it maintained until the late 1960s when it was purchased by Robert McCulloch and MCO Properties.

The Fountain is a landmark and focal point of the community that forms a crucial part of the community’s identity and history. Officially beginning operations on December 15, 1970, it was constructed as a symbol of the thriving community of Fountain Hills, envisioned by Robert McCulloch, the same visionary behind Lake Havasu City and the rebuilt London Bridge. The London Bridge and Fountain Hills projects were expertly overseen by C.V. Wood, Jr., a renowned designer who also contributed to the creation of Disneyland.

When Fountain Hills was incorporated in 1989, the population was around 10,000.

In January 2018, Fountain Hills was recognized as an International Dark Sky Community by the International Dark Sky Association. This designation was achieved through a combination of favorable geography and strict lighting ordinances. The McDowell Mountains to the west shield the community from the bright lights of Phoenix and Scottsdale.

City Government

The Town of Fountain Hills is governed by a seven-member Town Council, including the Mayor and Vice-Mayor. The Vice-Mayor position rotates among Council Members every eight months to ensure equal representation. Council Members serve four-year terms, while the Mayor is elected for a two-year term. Elections for the Mayor and Council are held in the fall, with the Primary in August and the General Election in November.

Business

Although primarily residential, Fountain Hills has several key factors that attract tourists, retirees, and small businesses. Hospitality, retail, financial services, construction, and residential services are significant businesses.

Transportation

Shea Boulevard: Primary east-west arterial road through Fountain Hills, connecting it to nearby Scottsdale and Phoenix to the west.

State Route 87 (Beeline Highway): Main highway that provides access from the north and south. This major north-south route connects Fountain Hills to Mesa and the East Valley to the south, while also providing a direct route north to Payson and Northern Arizona.

Fountain Hills Boulevard: North-south route passing through the main residential neighborhoods, parks, and commercial areas of Fountain Hills.
